A pricing-page visit and a qualified sales enquiry are both useful things to measure. They are not equally useful things to ask Google Ads to generate.

That is where micro-conversions get B2B teams into trouble. Lead volume is low, so someone adds scrolls, video views, and downloads to the conversion goal. The dashboard gets busier. The sales team may see no improvement.

I would use these actions to understand the journey first. Promoting one into a bidding goal needs a stronger reason than “we need more data.”

## Separate engagement from business progress

A micro-conversion is an intermediate action: starting a form, downloading an implementation guide, or using a product selector. It may indicate interest. It may also come from a student, an existing customer, or someone who will never buy.

My starting hierarchy is:

- **Diagnostic engagement:** pricing-page views, video progress, form starts, and scrolls.
- **An expressed request:** a genuine demo or contact submission.
- **A qualified outcome:** a lead accepted by sales or another clearly defined CRM milestone.

This is a working framework, not a universal scoring model. Your sales process determines which milestones mean something.

## Start with a measurement plan

For each event, write down its trigger, owner, business meaning, and intended use.

For example, a fictional security software company might track an implementation-guide download to identify unanswered deployment questions. It could track a successful demo request separately, then record whether sales accepts the enquiry.

The download is not assigned the same value as an accepted lead. There is no assumed conversion rate between the two.

Check implementation before interpreting results. A button click is not a successful submission. Test failed forms, repeat visits, mobile devices, consent choices, and embedded forms. Confirm the event fires at the intended point and does not send form contents or personal information into ordinary analytics parameters.

## Understand primary, secondary, and campaign goals

In Google Ads, a primary action can influence bidding when its associated goal is selected for the campaign. Secondary actions ordinarily appear in “All conversions” for observation rather than the main bidding conversion column.

There is an important exception: a secondary action included in a custom goal is used for bidding when that goal is applied. Check the campaign’s selected goals, not just the label on the action. See Google’s [conversion-goal documentation](https://support.google.com/google-ads/answer/10995103).

My default is to keep diagnostic engagement secondary and optimize toward the most meaningful outcome we can measure reliably and receive in a useful timeframe.

## Connect GA4 deliberately

GA4 events, GA4 key events, and Google Ads conversion actions are related concepts, not interchangeable labels.

For a GA4-based setup, link the correct property and Ads account, check auto-tagging, then create the Google Ads conversion from the relevant Analytics event or key event using the workflow available in the account. Google’s [current setup guide](https://support.google.com/analytics/answer/10632359) covers permissions and interface availability.

Inspect the resulting action in Google Ads. Confirm its category, counting method, attribution settings, primary/secondary status, and campaign usage. Do not assume creation selected your desired bidding setup.

If a direct Google Ads tag already measures the same submission, avoid treating both actions as separate primary successes. Duplicated measurement can make a campaign appear healthier than it is.

## Improve the feedback before adding more goals

If sales rejects most submissions, optimizing for more submissions may reproduce the same problem.

Work toward returning qualified outcomes from the CRM. [Enhanced conversions for leads](https://support.google.com/google-ads/answer/11347292) and supported Data Manager connections are relevant options. This needs a clear milestone definition, dependable identifiers, appropriate consent, and monitoring for failed uploads.

For 2026 implementations, check that guide’s migration notices: Google has changed enhanced-conversion settings and is moving relevant upload workflows toward Data Manager. Do not build a new integration from an old Google Ads API tutorial without checking current support.

Not every CRM stage should become an additional bidding goal. Counting successive milestones as separate equal wins can reward the same journey repeatedly.

## What if qualified lead volume is low?

There is no universal “under 30 per month means optimize for micro-conversions” rule.

First examine tracking gaps, conversion delay, fragmented campaigns, search intent, and the offer itself. Choose a bidding approach that fits the account and available evidence.

If you test an intermediate action as the optimization goal, choose one with evidence of a relationship to qualification. Set a budget limit, review date, and downstream success measure. Stop if engagement improves while accepted leads deteriorate. Do not describe this as a harmless temporary training phase.

## Use the signals to ask better questions

A high form-start count with few submissions suggests a useful investigation. A strong guide-download rate with poor lead quality suggests another. Neither proves the page or campaign is good.

Eligible first-party audiences may also support follow-up advertising, subject to consent, policy, list size, and campaign compatibility. GA4 does not provide a universal native audience export to LinkedIn or Meta; those platforms need their own supported setup.

The point is to learn where buyers struggle while keeping bidding connected to the outcomes the business needs.
